Hi Yowchuan, JMC would like to keep as transparent as possible. Please contribute your idea for us to do BETTER.
For a start, I think it's a good idea to list down the defaulters of each Block in the notice board, with the amount they're owing to the management.
Of course, i do not think the name list will be up on the notice board for long, since vandalism is very common amongst the residents.
It would be one way to make them realize they should be taking other resident's who are paying their dues for granted. If they want to be subsidized, they might as well sell of their unit.
